A. Empower Rural Real Estate Agents

Current Opportunity:
– Over 68% of India’s population lives in rural areas (Census 2011, updated 2021 estimate).
– Yet, less than 5% of real estate professionals cater to this vast landscape.

Action Plan:
– Launch IREADA Rural Certification Program (IRCP).
– Build Rural Agent Identity Cards integrated with a national registry.
– Launch a broker-to-broker digital collaboration platform for rural and semi-urban agents: “GrameenConnect”.

Benefits:
– Formal recognition, increased earnings, and market integration.
– Transparent deal-making and reduced land conflict.
– Employment for over 2 lakh youth in rural real estate services by 2030.

Challenge:
– Land is available in rural India, but there’s lack of guidance on legal structure, capital access, and sustainable design.

Action Plan:
– Micro Developer Facilitation Cells (MDFC) in each district.
– Link to Mudra, SIDBI, and NHB for project financing.

Benefits:
– Reduce project delays by 50%.
– Create scalable housing models in over 5,000 villages by 2028.
– Promote “Build-Local, Employ-Local” ethos.
